Memorial Park Loop

My brother was riding the Memorial Park Loop Sunday morning, June 5 at approximately 9 am when an unleashed dog darted in front of him, resulting in a serious accident requiring surgery. There were a number of cyclists that witnessed the accident. A possibly Hispanic man with two unleashed dogs, a yellow lab and a dark/black dog of the same size left the scene without providing his name and contact information as requested. He may be in his 40s, has a full beard with some gray in it and was wearing a tank top & shorts. I am contacting Houston area bicycling clubs in hope that someone may have gotten the man's license plate number so he can be identified. Any assistance you can provide would be appreciated.
